		<description>Good points.  I am definitely speculating.  Jean-François, why doesn&#039;t it apply?  For example, some similarities are linguistic-cultural differences with the sovereign capital.  Why wouldn&#039;t any examples ranging from regional autonomy to sovereignty association and quasi independence be possible examples for Quebec, especially if they are real world outcomes?  It may also be, as Jakub suggests that there will be a set of &#039;deals&#039; for this part of the globe, including Nunavut (where the federal government of Canada hasn&#039;t actually fully implemented the claims agreement establishing the Territory).

Nuuk, 12000 pop, amazing!  For Iqaluit, the pop is about 7500, 25% of whom are youth.</description>

Very different &quot;set ups&quot; if you can call it this way. Differences apply also to arctic governance. Nunavik may well in the future make way better deal with Canada/Quebec then Greenland has made with Denmark. 
Only some thoughts I got reading your post. Thank you for taking this issue up - looking forward reading more about the spatial aspect of the Arctic.</description>
